I eagerly want to go to USA for further studies but i have not cleared GMAT, or IELTS exam. Can't I get a student visa without clearing them?

Hi there! Don't lose hope! If you are seriously thinking about studying in US, then you need to clear the requisite exam. If you have not succeeded so far in GMAT, GRE, SAT, TOEFL, or IELTS or any other, you can take the exam again to achieve a good score. You need to remember one thing, no matter how many times you have appeared in the exams before but If you are taking up the exam again, all your previous scores will show up in your Official Score Report. Hence, you prepare very well before taking up any of these exams again. Take help of your friends, counselors, coaching and Internet to prepare well for the tests. Usually, people start preparing at least 3 to 6 months before the actual date of the test. Adapt a study methodology that suits you best, either do self study or one-on-one tutoring. Good luck!
